The “Sustainable Development Dialogue” aims to examine options for operationalizing the sustainable development provisions of Article 6 of the Paris Agreement. The 95% compliance limit approach still works when a measurement method is a “gold standard”. This tells us how far the measurements of the new method are from the gold standard.
Gold Standard is part of the Sustainable Development Initiative (DDI), which aims to examine the views of the Party and other stakeholders on options for the implementation of the sustainable development provisions of Article 6. THE SDI`s recommendations come from a series of workshops held since July 2017 by parties and other stakeholders in accordance with Chatham House rules. The limitations of the concordance approach are symmetrical because they do not make either method the norm, but they work just as well when there is a direction of difference. It would be better to calculate the differences as a “new method” minus “gold standard”, as you could then say that the new method could exceed the “gold standard” up to the upper limit of 95% and be below the lower limit of 95% compared to the “gold standard”. We develop a statistical model for comparative studies of methods that present a gold standard and we propose a measure of concordance. This measure can be interpreted as a population correlation coefficient in a limited bivariate model. An evaluator of this coefficient is proposed and its statistical properties are studied. The applications of the new methodology on data from the medical literature are presented. .
